HELP!

Hi, I have a problem and hope that you, teachers can help. I have a student named C. During PE today, he hit another student in the face while playing basketball. I sent him to the RTC but he just refused to go. He just stood there not answering my questions. I had to call the administrator but she did not managed to get any answers from him either. What can we do? What shall we do next? Please help.
